Can the cursor color be set?

Can the PCB be set to be filled so the background cannot be seen?

I have been reading through the help and looking through the menus and color settings dialog but have not seen these settings.

The answer is 'sometimes'.

To elaborate on that, you need to create a 'Special Effect' layer within your design. That means creating a special effect layer type, then adding a layer using that type.

Once you've got that (and you could create it in a technology file if you're going to want to use it a lot), you need to go to [View], [Display]. On the 'Other Items' tab, you'll see a check box under 'board' for 'Fill On Special Effect Layer'. That does it.
