The answer is 'sometimes'.
To elaborate on that, you need to create a 'Special Effect' layer within your design. That means creating a special effect layer type, then adding a layer using that type.
Once you've got that (and you could create it in a technology file if you're going to want to use it a lot), you need to go to [View], [Display]. On the 'Other Items' tab, you'll see a check box under 'board' for 'Fill On Special Effect Layer'. That does it.
