No, they don't. The basic line width settings are part of the technology file that was specified when the design was opened. If you look at [File], [New], and click on the type of design from the list, you'll see which technology file is currently being used.
The technology file isn't linked to designs. Instead the contents are copied into each new design as it's opened - and that's all. Any subsequent changes won't affect the technology file, they'll only affect that design.
Just to complicate things a little more, technology files are temporarily linked to symbols while they're being edited. If the whole of a technology file were to be dumped into each symbol when it was saved, the libraries would soon become unmanageable! Instead, all the symbol critical settings are saved, and the rest are just borrowed from the current technology file while the symbol's being edited. That's why you sometimes get a message saying that settings have changed, do you want to save them in the technology file. It's always safe to say 'No' as all the important stuff IS saved with the symbol anyway.
Getting back to the point. All this means that if you change a setting in a design, it will only affect that specific design. If you change the same setting in a technology file, it will affect all new drawings using that technology file, but all the existing stuff will remain unchanged.
That's probably more than you wanted to know, but it gives you the background as well.
