It appears that if you import a bitmap into a design, then if you delete the bitmap in the design, the bitmap file is also deleted !!

This might happen on your system, but it won't on mine. Have you checked with different bitmaps, different designs? Is the bitmap in a different folder? What happens if you set the bitmap file to read-only?
