 V27 all user install missing

Just installed V27 and no app Icon or app in listed windows library for standard user?

Think this is a cockup with a standard user account setup.
Yes I have an admin account and standard account.

Installed and no "Install for all users" in setup?

Dont think I've had an install without some problem or another.
