I have to design a square pcb with sm leds forming a red cross and a green arrow. I wonder if anyone knows of any app that helps with setting the leds in the right places

My thoughts exactly. You don't mention the size of the pcb, the size of the LEDs or number of LEDs (1920 x 1080 like my monitor?) that you require. Not a lot for us to go on!
