I'd like to be able to change the size of the component ref on the board (silk screen), but there seems to be no way to do it? I don't want to have to change any settings that would affect other components, I just want to be able to tweak individual silk screen refs for either fitting into tight spaces or making more visible.

another option is to rotate the test by a few degrees, although the purists may disagree.

Click on the reference text.

Press 's' on the keyboard or right-click > change style

Yes, that's the only workaround I could come up with too.

Surely it wouldn't take much to add a size function to the Properties for the ref?

The only way I know of to do this is to uncheck the Name box in the component and then add the reference as free text in the required size.
