I created a footprint for a component and the pad name marker is not visible. I didn't position the pad name marker. How can add a pad name marker to a PCB symble? How can I switch on or off the pad name marker ?

Pad names and numbers can be switched on from the Display dialog, there are also switches to preset them as visible or not from the properties in Component Edit.

Edit the component symbol, add whatever you want on whatever layer you want. You can't "locally" switch off a layer just for one component!

You could add an extra layer to your Component or PCB design (e.g. Information layer". Add the pad name marker on the new layer, and plot the Info layer together with the silk screen layer for example. Enabling/disabling the Info layer then switches the "pad name marker" on/off.
