Does anyone know how this is done? I need to make a small adapter board that has those "half round" pads that come to the edge of the board like their photo shows.

Do I just need to put circular pads on the shear lines for the PCB and tell the board house to cut along those lines? Or is there a specific pad type for this?

there isn't a defined pad shape/type that will do this, so it looks like you'll have to do as you suggest and place some ordinary pads along the board edge.
