Hi,
In BOM Composer you can "include standard header". What in that header, can be defined in setting/preferences.
But how to set up values? e.g. I have line Author, but is blank. Where to set Author value.

The standard header can be customised from the 'General' tab under [Settings], [Preferences] by clicking on the [Header] button under Reports. Author is one of the fields.

The author data is entered under [File] [Properties] with the relevant design the currently active one.

Menu of what file? PCB? schematic diagram? Project? neither of these works.

In the menus, select File then Properties...
